Rule Change - Promotion of Unit Quality

I have made some adjustment to the rules, which appear in the revised manual version 6-9-13.  The changes are as follows:

1. Promotion in unit quality from Green (0) to Trained (1): This can happen in the following cases:
  • A green unit serves for a period of 14 days, or...
  • A green unit is engaged in battle (its brigade either delivers fire or receives fire)
Once a unit achieves a rating of Trained (1) it will not be downgraded to Green (0) regardless of cumulative grade.


2. Promotion in unit quality from Trained (1) to Fair (2): This can happen in the following circumstances:
  • A unit serves for a period of 30 days, or...
  • A unit achieves a cumulative grade of 5.0
Once a unit achieves a rating of Fair (2), it will not be downgraded to Fair (1) or Green (0) regardless of cumulative grade.

The implication of these changes is that any unit that has served for 30 days will achieve a grade of fair (2). Units that have very poor combat experiences often have negative grades. Units with high negative grades may never be able to achieve a unit quality greater than fair (2). 

Units may be elevated to a quality higher than fair (2) based on cumulative grade, but be downgraded to fair (2) again later in the campaign due to a negative experience on the battlefield that decreased the unit's cumulative grade.

These changes will take effect in-game during the night of May 10th during the sim and be reflected in May 11th unit quality. Quite a number of units may be upgraded from green (0) to trained (1) based on engagement at Rockport, Tulip Creek, or cavalry skirmishes.
