"I feel bad saying this, but Wales did not succeed to command of Gowan's Brigade. Gowan commanded the Louisiana brigade now under Brig. Gen. James C. Norris, who was a colonel at the start of WIA2.
In terms of seniority, Wales should have had the division as commander of the 1st Brigade, but he had a lower command rating (4) than his junior, the 2nd Brigade commander, Gowan (6). Thus, when Fairbanks was relieved, Hobbs chose Gowan over Wales, leaving Gowan's old brigade in the hands of colonel James Norris, the best available in the 2nd Brigade, 3rd Division. (He also replaced the incompetent 3rd Brigade commander Jesse Pease with the best available colonel of that brigade, the capable William Curtis, who was the first general officer of Gowan's Division to be killed in the WIA series.)
